<p>The Town has received a request for review of a Concept Plan submittal proposing a multi-family development at 2476 E. N.C. 54. The site is located on the north side of N.C. 54 E. across from Downing Creek Parkway between the U.S. Army Corps Upper Little Creek Waterfowl Impoundment Area and Barbee Chapel Road.<br />
The 5.8-acre site is located in the Residential-1 zoning district, the Resource Conservation District, and the Watershed<br />
Protection District. The site is identified as Durham County Parcel Identifier Number 9798-03-94-6008.</p>
<p>The Chapel Hill Town Council will meet at 7 p.m. Wednesday, June 16, in the Council Chamber of Town Hall, 405 Martin Luther King Jr. Blvd.</p>

The new support center for athletes will add 2,980 seats to the stadium&#8217;s current 60,000-seat capacity, $70 million privately funded project that will close in the east end of Kenan Stadium providing the missing connectivity link.</p>

The ground floor will contain a weight room , lacrosse locker room, visitors&#8217; locker room, mechanical and storage areas. The second floor will accommodate the new Carolina Student Athlete Center for Excellence and the athletic business office. The third level, which is the main concourse level, will connect the north and south sides of the stadium and provide improved pedestrian circulation around the stadium. This level will include a lower club area and 2,400 outdoor spectator seats. This level will contain a kitchen to serve levels 3, 4 and 5. The fourth level will consist of the upper club area with 900 outdoor spectator seats. The fifth level will offer twenty individual suites that can accommodate sixteen seats in each suite.</p>
<p>The new five-story structure will include a Center of Excellence for athletes, the athletics department&#8217;s Carolina Leadership Academy, an Olympic sports strength and conditioning center, visiting football locker room, club seats and individual suites. The academic center will be a 30,000 sqft facility and will include classrooms, computer labs, a writing center, auditorium, individual and group tutorial/conference rooms, and offices for the academic support staff, career services, community outreach, life skills and the Carolina Leadership Academy. The strength and conditioning center will be housed at field level and will include 13,600 sqft of cardio and strength training equipment and a 40-yard track. </p>

<p>The new site will complement Eisai&#8217;s existing <strong>190-K sqft</strong> operation, which is utilized for the commercial manufacturing of oral solid dose products as well as the formulation and development of compounds for use in clinical trials. The exceptional growth of the company has led Eisai to expand its presence in North Carolina for the third time since 2001. In addition, a separate <strong>$22-M</strong> central utilities building was opened in 2008 to supply power, steam, chilled water and compressed air to the existing operation, new parenteral facility and for future expansions.</p>
<p>In 1997 Eisai Inc. opened an <strong>85-K sqft</strong>, state-of-the-art pharmaceutical production and formulation research and development facility in Research Triangle Park, North Carolina. Since its opening, the facility has more than doubled in size with the completion of a second expansion in 2003. </p>

<p>This Citizen&#8217;s personal action last year, was refuted by his neighbor for uninformed reasons. So now the politically correct GO SLOW approach is to interject sporadically, the information that I come across while researching development designs. With many neighborhood associations facing budget crises they are not likely to take on the expense of retrofitting the landscaping, even though it will immediately begin saving money. Hopefully, once a committee finally gets around to approving the concept, they may allow an individual to fund his own yard plantings, that enables good stewardship of the environment over the uninformed fear of change.</p>

<p>For example, one member of a time bank may provide an hour of tax advice to another. Another may weed a person&#8217;s garden for an hour. Each hour-long act receives a &#8220;time dollar&#8221; that can be used to purchase someone else&#8217;s labor.</p>
<p>Time banks are designed to build community, its founders say. It teaches people that everyone has value, even if they don&#8217;t have a job. Thirty-five states have time banks, group founders say.</p>
<p>&#8220;The idea is that nobody&#8217;s labor is worth more than anybody else&#8217;s labor. <p>Durham county commissioner Ellen Reckow says there is increased support for using heavyweight &#8220;commuter&#8221; trains to link Raleigh, Durham and maybe other towns. Commuter rail shares existing tracks with freight trains. Such a service would offer connections between cities, but stops would be farther apart. </p>

The 2008 recommendations from the Special Transit Advisory Commission also favored a light rail run from the Duke University Hospital area to the UNC campus in Chapel Hill. </p>
<p>What I don&#8217;t understand is the exact route that was chosen years ago, utilizing US-15-501-bypass corridor in Durham.<br />

As my quick map shows, a Chapel Hill road route is closer to the denser part of town, and is the same route currently being used by the DATA bus system. Encouraging TOD>transit-oriented-development along this route would provide a much more efficient implementation of transit in our area. An equally efficient alternative can be found for serving Duke University, just as Chapel Hill has done with UNC. Its up to DATA and Duke Transit to start working together.</p>
<p>I am excited about the progressive steps that I am seeing in Triangle&#8217;s transit plans. Let me just say that transit means different things to different people and everyone has opinions and biases.
